If you are under investigation or are contacted by an administrative agency, it is important to have legal representation from the beginning.  Although initial conversations with investigators may be casual and informal, it is important to have an attorney present. These matters may proceed to a hearing in front of an administrative law judge.

We represent you during the pre-accusation stage, in settlement, negotiation and the formal Administrative Law hearing.

In the civil law arena, if you are a defendant in a malpractice case, we provide separate representation. We also provide representation if you are called in as an expert or a non-expert witness at a deposition.

Our experience has been in representing the health care profession and businesses. We have defended the licenses of nurses, psychotherapists, dentists as well as health care facilities that were facing threats of revocation by the Department of Health Services and the Department of Social Services.


Donald A. Eisner, Ph.D. J.D. is a licensed attorney and psychologist.  He has a Ph.D. from West Virginia University and a law degree from the University of West Los Angeles .  He was licensed to practice as an attorney in California in 1988.  Donald Eisner has been a Visiting Professor of Forensic Psychology at Alliant International University where he taught courses on law and ethics in mental health.  Donald Eisner is currently Dean of Eisner Institute for Professional Studies where he teaches courses on law and ethics and expert witness testimony. He has testified in State and Federal Court on mental health issues.  He has written an academic textbook and published over thirty articles.
